first_imgDear Editor,In the Finance Minister’s 2016 Budget speech he admitted to “acts of dishonesty and duplicity, mismanagement of resources, opaqueness of transactions and a disregard for basic internal controls, among others… absence or non-existence of functioning Internal Audit Departments.The Audits identified many instances where the laws governing the entities and their operations were violated with impunity, in particular the Fiscal Management and Accountability Act and the Procurement Act”. Unfortunately, this horrendously sad state of affairs has permeated and eaten at each and every stratum of Government agencies and departments. It now appears as though there is a ‘license to steal’! The Auditor General’s Report 2017 has confirmed this and yet in the 2019 Budget Speech there is no material plan to ensure that the $300.7 billion will result in value for money for the masses which will now have to bear a huge tax burden of $199.5 billion, an increase of $28.3 billion more than 2017, an average increase of 23 per cent in withholding, excise, income and value-added taxes!It is now conclusive that Budget 2019 will not address the hordes of instances of mismanagement, allegedly fraudulent and corrupt transactions highlighted in the Auditor General’s Report as the national budgets continue to haemorrhage uncontrollably due to the lack of transparency and accountability. This Coalition Government wants us to believe that corruption no longer exists!In conclusion, Minister Jordan himself gave a vivid account of Guyanese expectations in his 2019 Budget speech. He stated that when “one contemplates the transformation of Guyana’s economy, one conjures up many images of our future. At a minimum, one thinks of every family being able to afford a healthy lifestyle, with all the basic needs of sustenance, shelter and education being met, and all this being achieved within sustainable communities, where environmental responsibility and personal safety are paramount. Together, these images combine to create a desirable collage, and that is just the beginning”. However, he failed to deliver this ‘desirable collage’ not only through his poor budgetary allocations but by his willful neglect to adequately address the deficiencies in the internal auditing and control systems to ensure that Guyanese can have value for money! Man City 4-1 Tottenham: Four-goal Aguero ensures Spurs pay the penalty

first_img1 Manchester City ensured they kept up with early pacesetters Chelsea as Sergio Aguero’s sensational four-goal performance saw the Blues defeat Tottenham Hotspur 4-1 at the Etihad.The Argentine’s haul saw him become the club’s leading Premier League scorer as he tormented a dazzled Spurs defence who just couldn’t handle him.Christian Eriksen was the only bright spark for Mauricio Pochetttino’s side as he levelled the scores early on but a Federico Fazio red card, a Roberto Soldado missed penalty and three spot-kicks given away goes some way to showing they are as hapless at the back as they are dangerous at the front.Man City started tenaciously and didn’t give the Tottenham midfield any time to settle on the ball but slowly Spurs improved before Ryan Mason scuffed wide of the upright.The youngster should have scored the opener after eight minutes when he was slipped through the centre by Roberto Soldado’s marvellous pass, but Joe Hart did well to toe away his right-foot flick before Christian Eriksen lashed another chance well over the bar.Tottenham paid for their profligacy though when Sergio Aguero, given acres of space, was able to flick the ball out of his feet and whip a low strike beyond Hugo Lloris.Mauricio Pochettino’s Lilywhites got back on level terms within two minutes when Mason’s tackle on Fernando allowed Soldado to play in Eriksen, who made no mistake from inside the area.But Tottenham, as they so often do, fell behind again almost immediately when Erik Lamela was adjudged to have fouled Frank Lampard inside the penalty area with Aguero sending Lloris the wrong way with the resulting spot-kick.It looked like it was about to get even worse for Spurs when a rash Younes Kaboul challenge saw David Silva tumble in the box but second time around Aguero was unable to beat Lloris from 12 yards and looped his acrobatic rebound over.The French goalkeeper was all of a sudden under extreme pressure and, after Aguero tormented the hapless Kaboul, the 27-year-old superbly denied the Argentine who was in tantalising form for Pellegrini’s side.At the opposite end though, Eriksen was also looking bright and after sidestepping two challenges in the area he forced a smart stop from Hart, who was alert, if a little clumsy with his handling.Three minutes after the break it was more of the same from Aguero as his swerving strike from 22 yards was, just about, saved by a bamboozled Lloris and, although Spurs threatened on the counter, they continued to leave themselves open at the back.Nacer Chadli failed to offer much throughout but his bobbling half volley saw Hart scampering to his right but seconds later it was Lloris again who was at full stretch to deny the voracious Jesus Navas, who looked eager to score his first goal of the season.In a end-to-end game full of twists and turns, Tottenham were then handed what looked an extremely soft penalty when Soldado was tripped fractionally inside the penalty but Hart’s right glove palmed away the Spaniard’s tame spot-kick.And England’s No.1 then stopped the former Valencia striker again just seconds later when he blocked a close-range snapshot with his legs.But just as Spurs looked to be in the ascendency Federico Fazio pulled back Aguero in the box resulting in the game’s fourth penalty, which the Argentine dispatched with glee.This season there has been plenty of talk about Diego Costa’s emergence as the Premier League’s best striker but, against a calamitous Spurs side, Aguero was simply irresistible and he curled home his and City’s fourth with 15 minutes to go as this time he left Jan Vertonghen sprawling.An arcing James Milner effort cracked the upright as Man City pushed for more goals in front of a home crowd but Tottenham avoided further humiliation, despite intense pressure, and will now have to regroup ahead of games against Newcastle United and Aston Villa. Scientists create comprehensive new method to predict breast cancer risk

(Editor)Jan 14 2019Scientists have created the most comprehensive method yet to predict a woman’s risk of breast cancer, according to a study by Cancer Research UK published in Genetics in Medicine.They have a developed a way of calculating the risk of developing the disease by combining information on family history and genetics with other factors such as weight, age at menopause, alcohol consumption and use of hormone replacement therapy.Although individually some of these things have a small impact on the likelihood of developing the disease, researchers found that by considering all of them at once, plus family history and genetics, they can identify groups of women who have different risks of developing breast cancer.Importantly, for the first time, researchers have taken into account more than 300 genetic indicators for breast cancer. This makes calculating the risk much more precise than ever before.From this, the researchers have created an online calculator for GPs to use in their surgeries. Some GPs, practice nurses and genetic counselors are testing this tool before it is considered for wider use. Doctors are prompted to answer a series of online questions about their patient including their medical and family history, whether they have any known genetic alterations linked to cancer, their weight and whether they drink alcohol.In the future, information like this could help to tailor breast cancer screening depending on an individual’s risk. It could be a game changer for breast cancer because now we can identify large numbers of women with different levels of risk – not just women who are at high risk.”This should help doctors to tailor the care they provide depending on their patients’ level of risk. For example, some women may need additional appointments with their doctor to discuss screening or prevention options and others may just need advice on their lifestyle and diet. “We hope this means more people can be diagnosed early and survive their disease for longer, but more research and trials are needed before we will fully understand how this could be used.”Breast cancer is the most common cancer in the UK. Nearly 55,000 women are diagnosed with the disease each year. But a large proportion of breast cancer cases occur in people who are at an increased risk. Cancer Research UK has helped to double breast cancer survival over the last 40 years.Dr Richard Roope, Cancer Research UK’s GP expert, said: “Research like this is hugely exciting because in the future it will enable us to offer much more tailored care which will benefit patients and make best use of the services that we have available.”Although having an increased risk of breast cancer means a woman is more likely to develop the disease – it’s by no means a certainty. A woman at high risk may never get breast cancer just as a woman at low risk still could.
